Had to follow these instructions to get suspend-to-RAM working:
To address the power usage problem, I have had some success installing this kernel:

I also disabled “turbo” mode in the BIOS. No idea if that had any effect.
I am down to 8 watts (over 8 hours estimated battery life) with laptop-mode-tools turning off the hard drive and screen brightness all the way down.
