For the graphics chip you can use either the open source radeon module or the proprietary ATI module. However you will likely get better performance from the proprietary module.
On some Linux distributions you may get a blank screen when booting from the Installation CD. If you get this you need to use the boot option vga=771 during installation.

My IBM R51e just run at 1.5Ghz too.
about the cpu Frequency scaling
seams not support the cpu Frequency , my IBM R51e 1843-2xc always run at 1.5Ghz.
